To Download and view off-line:

Click on the link to the Planning Guide with your right mouse button and choose "save target as" from the pop-up menu by using your left mouse button. Save the file to a location on your hard drive. Open the file with Acrobat Reader (by downloading the file, you do not need to be on-line to view the Design and Planning Guide.)
